Disheartening

Dear Editor,

It is understood that there is a scores of graduate/postgraduate students of Upper Subansiri District in search of jobs. APPSC is the one platform where they can test their mettle and get a better career.

But it is quit disappointing to see the final results of the APPSC exam 2010 ,where not a single could get through may be because of ill luck or less efforts. One should know that only hard work is the panacea for every success and there are no alternatives. Life in college and university is for preparation of better career and not to waste the time. Be prepared for next task ahead and do not dishearten us again.

Raise the bar

Dear Editor,

Apropos to the letter "Retain the existing policy" by one K Riba, I strongly disagree with the same. State like Arunachal Pradesh needs age relaxation and hence I support the genuine demand of AAPSU in this regard.

And I urge upon my fellow citizens to support this genuine cause being raised by the Apex Student Body to ensure the age limit is raised and get effective from the coming APPSCCE.

Kudos to APPSC

Dear Editor,

The Arunachal Pradesh Public Service Commission declared the results this time within 24 hours after the completion of viva voce which is a record and matter to be appreciated. Unlike other times, this year the exams were reportedly completed within a record time of 11 months beating the records of the UPSC.

The reputation of APPSC got a beating earlier because of the late declaration of result leaving the room for allegations of favouritism, nepotism and corruption. However the present team seems competent enough and determined to bring some good changes in the commission which is a very good step, not only for our young aspirants but also for the state.

Many of the bright students found place in the list which appears to be the reflection of free and fair conduct of examination process. Congratulations to APPSC team and all successful candidates.

‘Survey for extension of rail link to Ziro, Aalo & Pasighat on’

ITANAGAR, Dec 3: The survey and investigation are being undertaken for extension of railway line from Lakhimpur to Ziro, Silapathar to Aalo and Jonai to Pasighat.

The N F Railway general manager Keshab Chandra informed this to the Zonal Railway Users Consultative Committee (ZRUCC) members from Arunachal Pradesh who raised the demand for extension of railway line in various places of Arunachal in the 89th ZRUCC meeting held at Maligaon, Guwahati on Dec 2.

The committee members held discussion on various issues related to NF Railway and adopted resolutions for submission to union railway ministry for its approval and implementation.  All the ZRUCC members including Captain Robin Bordolai, Karya Bagang, T Mangibabu Singh, A L Hek, and Tamsher Ali took part in the meeting.

Meanwhile, the members present in the meeting unanimously elected former minister and social worker Bida Taku as National Railway Users Consultative Committee (NRUCC) member. Taku will represent the N R Railway in national level consultative meeting.

 

Anti-tobacco campaign gains momentum

BOMDILA, Dec 3: A co-ordination meeting of all the administrative officers of the district, PRI members, Officer-in charges of the various police stations and Head of departments was convened in the district headquarters Bomdila today for implementation of the Anti-Tobacco Act 2003 in the district.

Having also chaired the previous meeting for implementation of the Anti-Tobacco Act 2003, Deputy Commissioner Rinchin Tashi advocated that the thrust area should be on Information, Education & Communication (IEC) campaign.

Until and unless the people are made well aware of the ill-effects of smoking and usage of other tobacco related products, implementing the act would be a bit early and unproductive, he said. Banking his hopes on the administrative officers and the PRI members, DC Tashi called on them to reach out to the people with a missionary zeal if at all this Programme is to be made successful. Endeavor should be to make the people realize on their- own rather than using the rod at the first available excuse, he added.

Power point presentations on the ill-effects of Tobacco on health and brief summary on Tobacco law, Tobacco related facts, No smoking area, role of Enforcement Officers, Component of National Tobacco control Programme, Budgetary estimate for the district etc were made by DMO Dr. Dani Duri and DFWO Dr. T. D. Namsa.

Besides East Siang, West Kameng is the only other district of the state implementing this pilot project. In the open house discussion that followed, besides suggestions for taking up awareness programmes on war-footing, co-ordination meeting between the administrative Officers,

Police Officers & Officials of the Legal Metrology to be facilitated by the District Health Society, Youth orientation programmes in schools and colleges, the house in unison voiced their concern over the poor and dismal performance of the NGO – Arunachal Literate Youth Welfare Society, which has been given the responsibility of imparting training and generating awareness on Anti-Tobacco Act 2003 by the state government. The house opined that the said NGO could do better by roping in technical and professional Resource persons to take up the challenge and to make this pilot project a success in both the districts of West Kameng and East Siang.

Earlier, in order to commemorate the World AIDS Day, SMO Dr. S. Deb presented a paper on ‘Universal Access and Human Right’ followed by a presentation on HIV positive cases in the state with district-wise break up by DMO Dani Duri. Of the 141227 people tested for HIV infection so far in the state, 112 male & 50 females have been found to be positive. The number could naturally be more but due to the social stigma and agony which a person could go through if found positive proves to the deterring factors for correct compilation.

Earlier in the morning, DC Rinchin Tashi convened a meeting of the District Level Campaign Committee consisting of the district’s Electoral Registration Officers (EROs), DIPRO and the FPO for celebrating the 25th day of January 2011 as ‘ National Voter’s Day’ in the district.

 

Stop illegal timber operation: AEKSU

ITANAGAR, Dec 3: Expressing serious concern over alleged illegal tree felling and extraction of forest resources by miscreants from Dissing-Passo circle under Seijosa sub-division of East Kameng district, the All East Kameng Students’ Union (AEKSU) strongly demanded the authorities concerned to stop such self-destructive activities immediately.

Timbers are being smuggled out of the district to Assam in large scale by unscrupulous traders from Assam freely, AEKSU said, and demanded the PCCF, Chief Conservator of Forest, Banderdewa, DFO Khellong Division, Bhalukpong, Deputy Commissioner, East Kameng and ADC, Seijosa to take immediate steps to stop such illegal timber operation. At a time when whole of the world is battling and formulating policies to save mother earth and our State Government is demanding ‘Green and Peace” bonus from the Centre, the forests of Arunachal Pradesh are being destructed by some greedy people without realizing its consequences, it lamented.

The 2004 flash was due to deforestation as declared by the Department of Science and Technology, it said.

 

Creative writing workshop concludes on high note

Students of Mass Communication, RGU

NAHARLAGUN, Dec 3: The three-day workshop on creative writing organized by the department of Mass Communication of the Rajiv Gandhi University concluded on a note of much enthusiasm and motivation for the participating students. The workshop, which was addressed by a host of leading poets and writers of the state, was organized with a view to de-mystify the techniques of creative writing and to help the budding writers.

All days of the workshop were packed with technical sessions taken by various resources persons in areas of specialization. While Dr. AR Parhi of the English department, RGU spoke extensively on the forms, structure and elements of prose writing, Dr. A Tripathi of the Hindi department deliberated on the role of emotions and imagination in poetry writing. He also delved on symbolism and commented on the social responsibilities of poets as a mirror to society. Both resource persons also read from their original compositions to the eager audience. The final day saw Utpal Baruah, the PTI representative in the state, reflected on writing for the media and the processes of news reporting.

In addition to this, renowned poets and writers of the state were invited to share their experiences and unique processes of writing, which helped the students, understand various new techniques and ideas on how to create pieces of poetry and prose. Acclaimed novelist Mamang Dai stressed on how it was important to scribble down every single idea and observations that one made.  The students were advised repeatedly to read several poem and prose to generate interest in oneself. Mamang Dai shared her wisdom among the participants of the students and also shared her experiences as a novelist and as a journalist, which she considered as a very rewarding job.  RN Koley, poet and writer read from his Bengali compositions and encouraged the students to attend sittings of the Literary Forum regularly to expand their horizons.

The most remembered part of this session was the heart touching work shared by Tai Tugung, an emerging young poet who read from his works and also screened his creation Lapya – A Tale of Nyishi Women.

Sunil Koijam, Head of department (in-charge) said that the idea of blending technical sessions, experience sharing and hands-on writing exercises worked very well with the students and they are now really motivated to write.

 

AASSATA lauds Govt for regularization of SSA teachers

ITANAGAR, Dec 3: All Arunachal Sarva Shiksha Abhiyan Teachers Association (AASSATA) has welcomed the education department’s decision to regularize job of 58 SSA teachers in the first phase.

In a press statement AASATA while extending gratitude to Education Minister Bosiram Siram, believed that this 1st phase of regularization will go long way in boasting the morale of SSA teachers of Arunachal Pradesh.  Further they informed that state government has assured to regularize another 100 SSA teachers in addition to already approved 58 teachers.

AASATA has urged state government to regularize more SSA teachers and reward them for their selfless service to the society.

 

Formalities undermined in tender process

ITANAGAR, Dec 3: The tender  bidding process  for the works “extension, maintenance, and carpeting of Roing township road”  under PWD department at the office of the PWD superintendent Engineer at Tezu on Nov 15 was done without observing the initial formalities, said an enquiry report.

According to report, complaints were lodged by both the parties.  While  representatives of M M Project, Itanagar and Mena Traders, Itanagar lodged complaints at Tezu police station  stating that they had been physically restrained from participating in tender process by Roing MLA and his party despite being on time to submit the tender papers, another group – One Eha Muli and eight others had also lodged  written complaint at the same police station  against Mena Enterprise and MM project alleging that Roing MLA was publicly manhandled and physically assaulted at  the entrance of  SE complex when the MLA pleaded them not to enter the biding hall after the lapse of time.

The enquiry which was conducted to ascertain the actual fact revealed that there was a hot argument between both the parties  leading to pulling/pushing to each other and there was obstruction by the group of Roing MLA who did not allow anyone inside the SE office for dropping their bids and the tender process was done without observing the initial formalities.

The report, a copy of which was made available to the press said that till 15.00 hours  the board members were not sure about the reconstitution of the board /committee for opening of the bids as the earlier chairman of the board had gone on leave.

‘It has been found that the tender box was also not sealed which was supposed to be sealed before starting the tender process’, the report added.  

 

Dismal performance in Anjaw while Lohit satisfactory

Quarterly District Consultative Committee reviews credit

ITNAGAR, Dec 3: At the only branch of SBI operating in entire Anjaw district, it was observed that against a target of 60%, CD ratio of  bank was 21%, achievement under priority sector lending was 13% against a target of 40%, achievement under agriculture lending was only 3% against a target of 18% and achievement under weaker section was 8.5% against a target of 10%. Achievement under ACP 2010-11 as on 30.09.10 was 47 lakh against a target of 502 lakh which was 9.36% of ACP.

Performance under govt. Sponsored programmes was also dismal as only 02 proposals under PMEGP is under consideration of bank and no other proposals were received by the banks.

This was disclosed at a District Consultative Committee (DCC) meeting for September Quarter on Nov 26 at Hayuliang which was presided over R. K. Borthakur, ADC. The important points discussed by A. K. Deb, LDM were Review of performance of banks under ACP 2010-11 and recovery of  bank loans, review of implementation of govt.sponsored programmes and CD ratio.

Further, against a target of 250 nos. of KCCs, no KCC issued so far. Under SHGs, 10 units with an assistance of 20 lakh was sanctioned against a target of 5 units. S. Mazumder, Manager, NABARD requested ADC to write to the RO of SBI to increase the staff strength of SBI and explore the possibility of opening of a APRB branch. He also requested the district agriculture officer to forward proposals for issuance of KCCs by banks. Further, branch manager was advised to improve ground level credit so as to increase the CD ratio. Shri Mazumder also discussed in the house about some of the promotional programmes of NABARD conducted in other districts particularly Selp employment training programmes like

REDP/SDP, Farmers Club Programmes, etc with good NGOs operating in the district and requested ADC to forward proposal to NABARD for setting up of TDF project through KVK. The ADC also expressed his concern over the performance of banks and indicated that an awareness programme on KCCs should be convened urgently to achieve the target under KCCs he also assured to recommend opening of bank branches in coming days in the district.

R. K. Sharma, DC presided over the DCC meeting for quarter ended September 2010 for Lohit District at Tezu on Nov 29.

The performance of banks in the district was satisfactory as achievement under most of the parameters against target were achieved.

However, CD ratio of banks was 33% against a target of 60%. Performance under Govt. Sponsored Programmes was not below par as sanctions/disbursements have been made in all programmes. As regards performance under ACP 2010-11, achievement under agriculture against target was 40% and achievements under KCCs as on 30.09.10 was 32%. Shri S. Mazumder, Manager, NABARD expressed that issuance of KCCs should be increased in next quarters and the CD ratio should be increased by increasing ground level credit. A mention was also made by Mazumder about the Micro Finance Vision of the State and requested for more SHG-Bank linkages through govt. functionaries.

DC expressed that a village level awareness creation programme on KCC should be convened for the benefit of farmers.

A. K. Deb, LDM discussed about the importance of Financial Inclusion as instructed by RBI and Mazumder, Manager, NABARD also discussed on the status of action points of the seminar on Financial Inclusion conducted by NABARD during September 2009. The Deputy Commissioner advised that all the proposals of govt. Sponsored programmes should be released without further delay. He also desired that a joint meeting of Govt.

Departments and Banks should be convened at 15 days duration to discuss issues on various loans. He also advised that banks should prepared defaulter list of borrowers so as to initiate action from district administration. Manager, NABARD also requested the DC to set up TDF project in the district through KVK.

 

Hard work, sincerity and devotion mantra for success: Honi Bayang

ITANAGAR, Dec 3: Hard work, sincerity and devotion are the key elements which bring success in life, said APPSCCE topper Honi Bayang.

Born to Tarang Bayang of Kamsa village, Seppa of East Kameng district, Bayang topped this year’s APPSCC examination conducted by Arunachal Pradesh Public Service Commission.

While giving all credits to his family members, especially his elder brother Dr Posting Bayang for his success, Bayang, a  software engineer by profession, said that he did not take any formal coaching to prepare himself for the competitive examination. Rather, he gathered knowledge by reading various books, collecting informations through on-line and interactions.

His passion and love for his mother land, its people; and, ultimately, his willingness to serve this nascent state may be attributed to shift of his career option, Bayang, who is presently working in a multi-national company as senior software engineer, said.

He, however, said that he is nurturing a dream to crack UPSC in future.

Bayang, who won best IBM award twice in 2007 and 2009, did his B.Tech in Computer Science and Engineering from IIT Guwahati in 2002. He worked as Research Engineer in Centre for Development of Telematics (C-DOT) under Government of India, Bangalore from 2002 to 2005 and since then he is working as Senior Software Engineer (Team Lead) in IBM India Pvt. Ltd, Bangalore. He also worked for some duration in IBM, Austin, Texus, USA to support his modules in lab there.

Bayang topped in State JEE for Engineering (PCM) and MBBS (PCB), NERIST entrance examination for Forestry and ranked (all India) 044 in IIT JEE (ST category) all in  the year 1998.

He completed his school education from Jawahar Navodaya Vidyalaya, Seppa with a percentage of 85% in class X final examination and Class XII from JNV, Roing with 88.20%  in 1998. He was the district topper in class X and state topper in Class XII in Science stream among APST students. He was nominated for scholarship in VKV Ghaziabad for being the district topper in class V and achieved 72% marks in National Level Proficiency Test (NSE) Roorkee during class VII in 1992.

A keen sports lover, Bayang also led the Guwahati IIT football team as captain during his study period and won many  prizes in literary, drawing, painting and cultural competitions during his school time.

 

Guwahati declaration proposes better facility for farmers

Itanagar, Dec 3: The North East Regional BJP Kisan Morcha Meet was held at Guwahati on Nov 27-28. The special conclave discussed various issues relating to the problems faced by the farmers of the region. During the discussion special emphasis was given to the Land Acquisition Act, with reference to the 2007 amendment bill and also on Seed Bill 2010.

After the two days deliberation, the Guwahati kisan declaration was made with twelve charter of demands which includes that the State Governments in the NE region should develop Whole sale market to enable farmers to sell their produce without the interference of middleman and get better price.

State government has to develop food processing units which will value add to the agricultural produce of the farmer while establishment of cold storage at convenient locations so that farmers can store their produce on rent and sell when they get good price.

Government should promote multi-purpose dams in the region and provide better irrigation facilities.

It was also said that the government should develop agriculture export centers with Bangladesh, Nepal, Myanmar and Bhutan so that farmers of the region can export their produce.

The other declaration includes Patta” be given to all indigenous farmers and safeguard their land, easily availability of agricultural loans to the farmers of the region and better roads and transport system in the rural areas of the region.

Cement and other factories and industries should not be promoted in agriculture land since agricultural land is scarce in the region the meeting said while adding that if still acquired then farmers should be paid as per market rate and also given profit sharing by the concern company. Emphasis to be given for Animal Husbandry like piggery, poultry, sheep rearing, fishery, bee keeping, etc, better quality seeds, fertilizers and pesticides to be made available to farmers by the government and provision of subsidy to medicinal plants growers of  the region.

 

VKV Chimpu secure first place in district level science exhibition

ITANAGAR, Dec 3: Tagru Dattu of VKV Chimpu and Dongche Bapu of VKV Sher stood first and second respectively in the district level Science Exhibition -2010 organized by Papum Pare district deputy director of the school education at URC building, Naharlagun today.

Chief guest of the inaugural function of the Science Exhibition, Prof  Tomo Riba of RGU called upon the students scientists to be more innovative and informative while presenting their creativity.

Appreciating the young scientists of the district for their excellent presentation in the exhibition, Riba said the exhibition has represented the hard work and sincere approach of the participants with full scientific temperament and knowledge towards life and society.

DDSE T T Tara stressed on more participation of student scientists from various schools in such scientific exhibition in future in order to expose their hidden talents.

Drivers urged to follow directives

ITANAGAR, Dec 3: A delegation of the executives of the Arunachal Public Motor Transport Federation (APMTF) has called on the Capital DC and DTO to discuss the issues like compulsory uniform of drivers and road tax clearance, other valid papers of the vehicles.

After having discussion with DC and DTO, the Federation in a release today informed that the administration agreed to terminate the proposal for compulsory uniform of the commercial drivers and consider the issuance of badge on certain condition that the drivers wear compulsory shoes with proper dress, follow strictly the traffic rules and there should be no handyman in Trackers. The administration will abandon the uniform proposal only when the drivers follow the directives mentioned above, the federation said.

Meanwhile, Federation has requested the commercial vehicle drivers to follow the directives of the administration and also appealed its federal and district units to update their plying permits, clear road tax and maintain their vehicles properly. The Federation further said that passenger vehicles should not carry vegetables for the convenient of passengers.

ITANAGAR, Dec 3: District Health Society Tirap conducted a School Health programme at Govt Higher Secondary School Khonsa today.

It was attended by teachers and students of class XI and XII. DRCHO Khonsa Dr K.Perme while thanking the Principal i/c for extending cooperation to the Health Department explained the objectives of School Health programme and its component.

Dr.K.Matey was the resource person. He spoke on the health issues commonly encountered in Adolescent period. After the power presentation there was question time and interactions

Another School Health Programme is being organized in Kendriya Vidhalay Khonsa on Dec 6 where health check up with remedial measures and eye screening etc of the students will be carried out.

 

World AIDS day

SEPPA, Dec 3: World AIDS day was observed by the Govt. Hr. Sec. Schoo. Seppa in which the NCC cadets, NSS troops & the senior students of this institution evinced their keen interest to know the cause and effects of the HIV AIDS.

D.B.Singh, resource person highlighted in detail about the origin, causes & effects of HIV AIDS and inform the students how to protects and save one self from the from such killer disease by showing the different charts related to infected persons & device to save the life from it.

Jorjo Sono Yangfo, ANO suggested the NCC cadets and NSS troops to keep themselves away from high risks & make the people aware of the effects of HIV-AIDS whenever they organize their programmes.

Make Raga ADC office functional:ANSU

ITANAGAR, Dec 3: All Nyishi Students’ Union (ANSU) demanded the chief minister to immediately make the ADC office at Raga functional.

The ADC office which has already been inaugurated remained a non starter due to unknown reason causing great inconvenience to the people, ANSU in its memorandum to the Chief Minister said, and suggested that it could be started temporarily from SDO office which will mitigate the hardships of Raga people, who have to travel a long distance to reach Ziro (Hapoli) even for minor official works.

ANSU also appealed to the CM to adopt and apply the principle of equal right and opportunity to all in regards to land allotment in Lower Subansiri district.

While demanding for early submission of the findings of the one-man committee on Ziro incident, it urged the CM not to transfer the district officers, particularly the present DC and OC so that substantial evidences are not tampered and proper investigation does not get interrupted.

ITANAGAR, Dec 3: Nyishi film ‘Annya Nam’ was released at an impressive function at Community Hall, Sagalee on Dec 2. ‘Restore road link’

ITANAGAR, Dec 3: Expressing concern over disruption of Itanagar-Seppa road  by tree felling, Khodaso panchayat ASM Tara Nabam has appealed the East Kameng deputy commissioner to take immediate step for restoration of road link. The ASM also demanded action against the person who guided the people of Rupung village to create road block during the visit of Govt officers on Nov 30.

Fire Mock–up Drill at DP Ashok

Itanagar, Dec 3: A mock fire drill was held at Hotel Donyi Polo Ashok, Itanagar, today.

The response time taken by the fire department was appreciated by the hotel management as it was noted that the first fire tender reached in flat three minutes time from the time of call. Further, the second and the third turnout were within 10 minutes.

Later, all the officers and staff of Hotel Donyi Polo Ashok were trained in fire-fighting skills by the fire department.

The hotel management thanked T. Horming, Officer in-charge of Itanagar Fire Station and his crew for their valuable time and training.

ITANAGAR, Dec 3: World  over today the Differently Abled Day was observed. In Itanagar it was observed at Donyi-Polo Mission School for Hearing Impaired premises, jointly by Donyi-Polo Mission Rehabilitation Centre, Chimpu and All Arunachal Pradesh Handicapped Welfare Society (AAPHWS), Naharlagun.

Speaking on the occasion as Chief Guest, Capital Deputy Commissioner SB Deepak Kumar lauded the Donyi-Polo Mission Rehabilitation Centre for their yeoman services and also appreciated the all round performance of the students.

He suggested the executive members of the Centre to create a website of the institution so that the services provided to the special children spread in every part of the country and the world.

The Chief Guest further assured to extend all possible help to the institution in its developmental activities.

Further responding to a memorandum submitted by AAPHWS, Deepak ensured cent percent implementation of 3% job reservation in government job under his jurisdiction, and also assured to initiate necessary step for parking places for persons with special need in public and government department offices in the state capital.

Deepak also advised the members of the APHWS to start enrollment of member’s name in the DC office for immediate issuing of red identity card for persons with special need.

Earlier, AAPHWS Chairman Tami Tanyang appealed the state government to take up appropriate measures for the welfare of the PWDs under basic rehabilitation programme and submitted an eight point’s memorandum to Chief Guest regarding facilities as per the Disability Regulation Act. 1995, implementation of Urban Housing and Sanitation for barrier free and ramps at every government office premises, parking places for differently abled person in public and government department offices, issue of identity cards for easy entry of disabled person in every officer’s offices and government resident, implementation of poverty alleviation schemes like BPL, APL cards to PWDs, establishment of school and rehabilitation institution for PWDs, AOP provision for construction of OB type building at Papu Nalla, Naharlagun for vocational training centre with appropriate road connectivity and nominated members from differently abled community in Itanagar Municipal Coorporation as per the national policy.

Guest of Honour, Special Secretary Personnel, vigilance and cooperation Nandini Paliwal also acknowledging the performance and ability of the students, advised the parents, well-wishers and teachers to motivate such children of the state to attend school and avail education.

Arunachal Pradesh Building and Other Construction Workers Board Chairman Jalley Sonam the special guest of the day also appealed the people to extend all possible help to the differently abled people and the lone hearing and visually impaired institution.

The Chairman also urged the educated citizens to spread the awareness message of rehabilitation policies in the rural areas of the state, where numbers of such citizen are left unattended by parents, relatives, society and government.

He gave away exercise books to the students of the institution and assured to cooperate with the AAPHWS movements.

Former Chief Minister cum founder Chairman of the centre Gegong Apang lauded the world leaders for enactment of World Day for the Differently abled people to address the grievances of the person with disabilities.

Regarding lack of infrastructure development particularly for the children of lesser god in the state, Apang said that the planners in the Centre could not understand the problems of Arunachal Pradesh. Therefore, such infrastructure developmental could not be take place properly in this vast hilly geographical area.

Apang further appealed the parents to give special care to their children especially during 0-5 years and also urged the NGOs and general masses to create awareness to address the grievances of PWDs.

Principal of the DPMS for hearing and visually impaired H Sharma said that differently abled people are full individual human being just like anyone else with independent personalities, dearness, aspirations, interest and skill. They have the right as well as full potential to lead successful, productive lives with dignity and relative self reliance just like others. Only we should provide them full opportunity and training and look at their abilities, he said.

He appreciated the Chief Minister Dorjee Khandu for granting Rs. 13.40 lacs for proper functioning of the visually impaired school and informed with this financial assistance, the institution will enroll ten fresh students who are in waiting list very soon.

He also informed that the institution is planning to provide Certificate/ Diploma Courses on disabilities under IGNOU, if financial assistance for infrastructure development is provided from the concerned department and the government.

Secretary Donyi Polo Mission SK Singh said that these differently abled children are facing problems in availing their rights despite policies are framed. He urged the well-wishers, NGOs and educated citizens to come forward and assists them to bring them in the main stream of the society.

Chairman, Boum Kakir Mission Sanjay Tasser, concerned over the land encroachment problems in the DMPS for Hearing and Visually Impaired School, Chimpu urged the District Magistrate Dr Deepak Kumar to take up necessary step and stop encroachment of institution’s land and appealed for setting up of permanent demarcation wall.

Meanwhile, Students from DPMS for hearing and visually impaired, members from AAPHWS Khandu Yangfo (PWD) who is pursuing Degree in Forestry at NERIST and Bamang Doro presented Sports and cultural items. Besides these, Muffler and Sweater knitted by the students of the DPMS for Hearing Impaired were given to guests as token of love on the occasion.

Amongst other alumni of DPMSFHI, who are presently serving in various government departments in the state and recently passed out students Tomo Riba, Kuru Puming, Bulla Tadi, Techi Takar, Techi Koda, Joram Yadam also took active part in the celebration.

PARBUK: The World Differently Abled Day was observed at Lower Dibang Valley District for the first time today. On the occasion, Health & Family Welfare Department of the district organized an awareness camp at Musup (Community Hall),Parbuk about 22 km from the district headquarter.

The Chief Guest of the day, Y W Ringu, Deputy Commissioner of the district has called upon the people to come forward and help rehabilitate the differently able people to ability in the society saying that the society must take responsibility to care, support and rehabilitate them.

She informed that 650 million people in the world are disabled which constitutes 10% of the world population. Out of it 80% of them are found in developing countries.

She emphasized to give priority to health and education of the growing up children without which no healthy society can be formed.

Dr Allok Yirang, DMO informed that the motto behind the observation of World Differently Able day is to create awareness regarding rehabilitation of the disabled person. He also informed that a board of doctors was constituted to examine the degree of disability of a person and accordingly Disability Certificates are given to them in order to facilitate them to avail govt. schemes or jobs. This board sits twice a month that is on 2nd and 4th Thursday of every month and called upon the villagers to avail this opportunity.

Zilla Parishad Member, Meka Anchal Block, Mibom Pertin has also called upon the people not to confined such people secretly in their houses but must bring them to the District Hospital and get them examined by the Medical Board for Disability Certificate so that he/she can avail govt. schemes. He thanked the Health & Family Department for organizing the camp at Parbuk which is first in the district.

Nelo Umbrey, CDPO Roing highlighted various schemes recently launched by the Govt. of India and requested the villagers to avail the same for rehabilitation of the disable person.

On the occasion, 14 Persons were given Disability Certificate and 25 Disable Persons were examined by the Board of Doctors on the spot. Till now more than 220 persons with disability are recorded in the district.

Team of Doctors, ASHAs, Panchayat Leaders, GBs, Public and Differently Able persons attended the programme.

TAWANG: World Disabled Day was also observed in all the schools Tawang District. at Tawang, 60 special students took part in various activities.

The DDSE i/c Hridar Phuntsok, Principal Tawang, CDPO Tawang and ADEO, Dhondup took active part in observing the day. The noble day ended with prize distribution to all the winning participants.
